Benefits and Compensation Leader

 

Johns Hopkins University Applied Physics Laboratory (APL) is a complex organization with highly educated employees, over 74 percent of whom are engineers and scientists. Using your expert knowledge in benefits and compensation, and leading a team of 12, you will serve as a thought leader and change agent, leading discussions and presentations and offering forward-thinking solutions and initiatives that position us as a leader in Total Reward strategy. As a creative thinker, we will look to you for fresh, insightful analyses and a “big picture” vision while leading projects that break new ground and create meaningful, lasting results.

 

You will ensure processes and programs align with the Lab’s overall strategy and culture. You will collaborate with leadership from across the functional specialties included in the Organizational Effectiveness Group (Compensation and Benefits, Talent Development, and Diversity and Employee Engagement) to identify and leverage synergies.

 

As the Total Rewards subject matter expert, you will be responsible for developing, designing, and implementing strategies, policies, processes, and programs for compensation and benefits to effectively meet both the human capital and strategic goals of the Lab to ensure internal equity, external competitiveness, and compliance with applicable laws and regulations.

 

In this role, you will help to create and implement a total rewards (monetary and non-monetary awards) strategy that drives employee engagement and contributes to the successful attraction, retention, and motivation of APL’s human capital to deliver on the Lab’s strategic goals. Your initiative to seek creative opportunities in alignment with the mission of APL will help to drive organizational change and ultimately enhance our capabilities to attract, motivate, and retain staff.

 

Responsibilities of the Benefits and Compensation Leader

  • Provide strategic leadership in designing, measuring, and implementing competitive and innovative compensation and benefits programs to include the direction of base pay, above base pay, health and welfare plans, and retirement plans.
  • Monitor external practices and trends to identify compensation and benefits issues and opportunities. Conduct research to identify trends and best practices that align with the culture and Lab objectives and incorporate trends and best practices as appropriate in the design, development, and implementation of compensation and benefits plans and programs.
  • Partner with APL’s Legal Office to ensure that compliance and legal requirements associated with compensation and benefits plans are met. Oversee management of vendor and consultant relationships and contracts.
  • Partner with Talent Services Department leadership to develop and implement a Total Rewards strategy that encompasses compensation, benefits, staff development, recognition, and work environment initiatives offered by the Lab.
  • Lead and manage the Compensation and Benefits day-to-day operations; provide overall direction and set priorities for all compensation and benefits efforts. Lead and develop Compensation and Benefits staff by providing clear goals and objectives, open communication, coaching, and development.
  • Assist with leadership and direction of other staff in the Organizational Effectiveness Group. Create an environment that stimulates growth and innovation, and encourages staff to make significant contributions to their field.
  • Manage the development and implementation of a comprehensive communication program related to administering and educating staff about Total Rewards programs.
  • Develop, maintain, and continuously improve processes, measurement practices, and metrics. Ensure metrics are well aligned with business needs and provide strategic insights.
  • Serve as a key member of the Talent Services leadership team to influence the strategic direction and efforts of the department.

Organization Overview

APL, the largest division of the Johns Hopkins University, is a thriving, not-for-profit research, development, and engineering center dedicated to solving complex research, engineering, and analytical problems in national security, space, and other areas of global interest. APL’s accomplishments span a broad range of knowledge and technical specialties, including air and missile defense, precision strike, electronic warfare, cyber operations, undersea systems, strategic deterrence, chemical/ biological defense, space science and engineering, microelectronics, sensor technologies, and modeling and simulation. APL is engaged in more than 900 programs sponsored by the military services, Intelligence Community, NASA, DARPA, DHS, and other government departments and agencies at an annual funding level of close to $1.3 billion. APL employs more than 6,300 full- and part-time staff across a broad range of disciplines. Over 70 percent of APL’s professionals hold degrees at the master’s or Ph.D. levels. Half are trained in engineering; the remainder is spread among computer science, mathematics, physics, biology, and other physical sciences. APL’s main facilities are located in Laurel, Maryland, about 20 miles northeast of Washington, D.C.

 

APL’s diverse technical and functional expertise is organized in four sponsor-facing sectors (Air and Missile Defense, Force Projection, Asymmetric Operations, and Space Exploration) and two enterprise technical departments (Research and Exploratory Development, and National Security Analysis). In addition, there are five enterprise service departments (Business and Communications Services, Talent Services, Information Technology Services, Facilities Management, and Security Services).

Qualifications of the Benefits and Compensation Leader

  • Bachelor’s degree in business administration, human resources management, or related discipline. Master’s degree preferred.
  • Minimum of 10 years of broad-based human resources experience that includes both compensation and benefits experience with at least 5 years of experience leading a compensation and/or benefits function in a corporate setting.
  • Knowledge of how to create Total Rewards strategy and programs.
  • Demonstrated ability to mentor and develop staff, and to cultivate strong relationships across organizational boundaries with a proven track record in building a strong workforce.
  • Excellent written and verbal communication skills.
  • Outstanding program management, communication, leadership, persuasion, and change-management skills.
  • Benefits vendor management experience.
  • Experience in working for an R & D, technical, or professional organization preferred.
